BBC News Saturday, 18 March, 2000, 13:03 GMT Dilemma for China 中國的左右為難 The victory of pro-independence candidate Chen Shui-bian in Taiwan's presidential election would appear to be a nightmare scenario for China. Beijing regards Taiwan as a renegade province and has warned it will respond with military force if the island takes steps towards independence. In recent weeks China has unleashed a torrent of vitriol against Mr Chen's Democratic Progressive Party. In the run up to the polls, Prime Minister Zhu Rongji declared the Chinese were ready to "shed blood" to stop the island splitting away. And he warned Taiwan's voters ''to make the right choice'', saying that otherwise ''they might not have the chance to regret it''. But our correspondent in Taipei, Jill McGivering, says Beijing's sabre-rattling may have helped hand the presidency to the very candidate it did not want. 我們（ＢＢＣ）在台北的特派員Jill McGivering說：北京方面 不斷的武力威脅，卻可能幫助了它最不想要的候選人當選了總統！ You Ying-lung, a DPP campaign strategist, said: "We were not intimidated by Zhu Rongji. Taiwanese do not bend under threats." 民進黨的選戰策士游盈隆說道：我們不會接受朱鎔基的恐嚇， 台灣人不會在威脅下屈服！ Turning point Mr Chen's victory is a watershed in Taiwan's political history. It is the first time the ruling Nationalist Party or KMT, in power for the last 50 years, has lost control of the top post. Mr You told the crowds of supporters gathered in the capital Taipei to await the results that the Taiwanese had "a great, unprecedented victory." "We have realised our forefathers' dreams for democracy. Taiwan shall have its first peaceful transfer of power," he added. Trade The key now will be whether Beijing is prepared to put aside its pre-election rhetoric and take seriously Mr Chen's insistence that he is not planning to declare independence. Although the DPP has traditionally favoured splitting from China, Mr Chen has turned his back on this policy during the election campaign. He has said Taiwan will only declare independence if China attacks. Mr Chen said on Saturday that better relations with China would be a priority and if Beijing refused to meet him in China, he would be willing to meet in Hong Kong, Singapore, Tokyo, Washington or any other location. China has in the past held unofficial contacts with the DPP, and Mr Chen has expressed interest in opening direct trade links with the mainland. This is something China wants, but Taiwan's nationalist KMT governments have always refused. Washington Beijing will be looking minutely at everything Mr Chen says in the coming days. His early statements will be crucial in determining the way China responds. It will also be watching for Washington's reaction. On the eve of the election, US Defence Secretary William Cohen said if China increased the pressure on Taipei to abandon independence, then that would increase demands in the US Congress for more arms to be supplied to Taiwan. Shows of military might by China have been a constant backdrop to the elections. The current tensions were underlined by pictures of troops carrying out amphibious landing exercises in Saturday's Chinese newspapers. But many analysts do not believe China has the capacity to carry out a full scale invasion of Taiwan and any military tension could cause it massive economic losses. | |

BBC News Saturday, 18 March, 2000, 17:27 GMT Taiwan's man of the people （編按：陳水扁小傳ｂｙ ＢＢＣ） Taiwan's new president elect, Chen Shui-bian, is a man from a poor rural backgound whose sharp intelligence and steely dynamism have won him the top political prize. His appeal to the voters was his down-to-earth background and his populist touch. Everyone refers to Mr Chen by his nickname Ah-Bian. With his metal-rimmed glasses and his pounding, emphatic delivery, the former dissident lawyer has criss-crossed the island over the last few months with his forceful campaign. Mayor Mr Chen, the candidate for the Democratic Progressive Party (DPP), drummed home to voters the message that this was the moment for change, singling out the ruling party's money politics and corruption as his prime target. He has again proved himself the right man at the right time, as he did when he won the election as mayor of Taipei in 1994, taking advantage of a split in the traditional governing Nationalist Party vote. As mayor of the capital for four years, he was given credit for helping to free up the city's notoriously choked traffic, cleaning up the red-light district, and being accessible to local people's grievances. But his abrasive and sometimes autocratic style also made him enemies. Mr Chen has a history of support for Taiwanese independence and has on a number of occasions called for a referendum on Taiwan's status. He is on record as crying: "Long live Taiwan independence!" This was what sparked such hostility to his candidacy in Beijing, including the threat of force to reunite Taiwan with China. But Mr Chen insisted throughout his campaign that he was a "peacemaker, not a troublemaker". And in his presidential victory speech on Saturday, Mr Chen struck a note of reconciliation, both towards his domestic political foes and towards China after what has been a bitterly fought and divisive campaign. Maverick He was elected to the Legislative Yuan in 1989 representing the DPP, and will now be Taiwan's youngest president when he takes office on 20 May. Among many Taiwanese, Mr Chen is regarded as something of a maverick politician, an image he is keen to play up, appearing at campaign rallies dressed as various superheroes from Superman to James Bond. His campaign website shows him in a black jumpsuit, suspended above a computer keyboard - an ironic allusion to the film, Mission: Impossible. Earlier episodes in his career were anything but a joke. He was a young defence lawyer for editors of the dissident Formosa magazine, who were jailed for organising a pro-democracy march in 1979. His running mate, Annette Lu, was among those thrown in prison in the aftermath. Six years later his wife was crippled in a traffic accident. A bitter Mr Chen claimed it was an assassination attempt by Nationalist Party agents. | |

BBC News Saturday, 18 March, 2000, 22:11 GMT Taiwan voters defy China 台灣選民 不 ㄉ一ㄠˇ 中國  Wild celebrations greeted Mr Chen's dramatic victory The pro-independence candidate elected by the voters of Taiwan as their next president has issued a plea for peace with mainland China. 台灣選民選出獨派的（傾獨的）總統候選人做為下一任的總統， 他（陳水扁）已經公開發佈一個與中國大陸的和平的主張． Chen Shui-bian, who defeated both the ruling Nationalist Party's candidate Lien Chan and independent James Soong in the election, said he wanted to build a constructive dialogue with Beijing. 在選戰裡打敗國民黨的連戰與自行參選的宋楚瑜，陳水扁想要與 北京之間建立一種建設性的對話！ But at the same time, he rejected as unacceptable China's "one country, two systems" formula for reunification and said Taiwan would not follow in the steps of Hong Kong and Macau. "We should insist on Taiwan's independent sovereignty," he said. "This is not our job; this is our mission. We are determined to safeguard this land." In its first response to the result, China said that it would never allow independence for Taiwan, but that it was open to dialogue with the new president-elect. "There is only one China, and Taiwan is an inseparable part of Chinese territory," it said. "We should listen to what the new leader in Taiwan says and watch what he does," the statement added. Before the election, there had been warnings from mainland China that such a result could prompt military intervention. Journey of reconciliation Tens of thousands of jubilant supporters took to the streets of the capital, Taipei, to celebrate the victory, and the night was filled with the sounds of blaring car horns and crackling fireworks. It is the first time in Taiwan's recent political history that the ruling Nationalist Party, which has been in power for more than half a century, has lost control of the presidency. Many voters appear to have turned their backs on the ruling party because of a belief that it was guilty of corruption and nepotism. In a victory speech, Mr Chen invited senior figures in the Chinese government to visit Taiwan and also expressed the hope that, before his inauguration, he would have the opportunity to make a journey of reconciliation to Beijing. He said he wanted to discuss the possibility of lifting a decades-old ban on direct trade, transport and investment links. "Our goal is reconciliation with good intentions, active co-operation and eternal peace," he added. Word from Washington US President Bill Clinton has congratulated Mr Chen on his victory. "This election demonstrates clearly the strength and vitality of Taiwan's democracy," he said in a statement released by the White House. Mr Clinton went on to suggest that the result provided a fresh opportunity for the two sides to resolve their differences peacefully through dialogue. Japan reacted cautiously, saying it would keep a close eye the situation. "There is a possibility that tensions between China and Taiwan will grow," a foreign ministry source was quoted as saying, adding that Tokyo would encourage both sides to exercise restraint. Results of the Taiwan election showed the Nationalist Party's candidate, Vice-President Lien Chan, trailing in third place, behind the independent, Mr Soong. Mr Lien said that he had "failed" and apologised to voters for not working hard enough. Fighter jets Hong Kong newspapers reported on Saturday that China's armed forces were on high alert, and that commanders had scrambled fighter jets shortly before polls opened. The Taiwanese Defence Ministry said it was keeeping a close watch on the other side of the Taiwan Strait. A spokesman said Taiwanese forces had also been put on alert on Friday. In the run up to the poll, Chinese Premier Zhu Rongji warned that the Chinese were ready to "shed blood" to stop the island splitting away. A recent newspaper poll in China showed a 95% backing for war from the Chinese people if Taiwan tried to break away. However, China did not resort to the missile tests and military exercises it used to intimidate Taiwan's voters four years ago. | |

各位扁迷, 你們好, 你們不要高興太早呀! 我阿活可不可以在此講幾句話? 第一, 不要太低估大陸人的智力和"保台"的決心. 不要輕易開啟戰爭. 台灣就算可以藉獨立而戰爭, 或藉戰爭而獨立, (這我講不清楚了) 令到中國決心打台灣. 大陸如果因此而倒退幾十年, 大陸的十二億人 會變得更落後, 更封閉, 其實這樣更加有利專制統治. 這對全世界, 台灣及中國都是災難. 第二, 大陸大可以利用頻繁的軍事演習及台灣外圍小島攻防戰, 來震散 台灣的股市及經濟, 這比來真的大規模戰爭更具殺傷力. 第三, 雖然大陸跟美國及日本的軍事實力相比仍有差距 (落後), 但 也相差不遠. 尤其是中俄軍事合作, 足以扳平美國及日本的軍事實力. 你們沒有看見嗎? 中國已經購進了俄國的"現代號"驅逐艦, 這使美國更加 忌憚中國. 不要指望美國會很大願意為台灣犧牲. 尤其是美國面對 中國這個極難對付的對手. 第四, 不要指望中國分裂. 經過這次大選, 中國人會更加團結, 不容許分裂. 但宮廷政變就免不了. 大家且拭目以待好了! 以上諸言, 寫出來供大家參考. 希望扁迷們不要輕易獨立及戰爭. 總統大選終於落幕，今夜全世界的目光都投射到台灣。台灣人民用他們 的智慧和勇氣作出了他們的重大決定，他們選擇了陳水扁先生，開始了 對台灣未來新的憧憬和向上提升的奮鬥！他們開創了華人社會的先河， 在民主的道路上先行一步，跟上了現今社會的潮流和發展，所有這些都 是台灣人民之福。衷心地祝賀你們！ 我是一個長在大陸的人。有著很強的中國情結，無法劃解的是我對這片 生我養我的土地的愛戀之情。盡管我對李登輝的許多做法有很多的保 留，對他的種種權謀的手段感到不恥，但對他開啟台灣的民主之門，對 台灣民主的巨大貢獻，應當得到所有華人的理解和尊重！畢竟中國人為 之奮鬥了上百年，卻過其門而不入，令人深為惋惜！ 一直想讓我從台灣人的角度去想問題。我理解了台灣人民的選擇，也能 夠理解為什麼你們選擇了陳水扁先生，為什麼會有百分之六十的人會為 台灣的自由和民主而戰，為台灣的尊嚴而戰。人類社會的發展，是先進 代替落後，是文明取代野蠻，是開啟民智，是人人平等。生活在大陸的 人民和生活在台灣的人民一樣，都是勤勞和富有智慧的中華兒女。他們 的的質樸，他們的純潔，和地球上所有大多數人一樣，都渴望著和平和 公平的生存環境，都渴望過上富裕和幸福的生活，都渴望尊嚴地活著。 誠然，生存的競爭無處不在，但人類的發展要求我們用更加理性的辦 法，用智慧，用發展的辦法去解決，而不是訴諸民族主義和武力解決。 這是人類發展的主流價值觀，隻是現在正在形成和發展中，呼應的太 少。 在這一點上看，大陸是不幸的。除了自然資源和積弱的原因，文化中缺 乏民主的氣息，人禍的泛濫，使多災多難的中國遭受了太多的不幸。共 產文化對思想的扼殺，當共產主義大廈轟然倒塌的時候，民族主義恐怖 地填補了它的真空。中國文化中對人性缺乏的尊重，缺乏人們對問題的 認識多方面的思考，思想和文化的嚴密管制，又使之缺乏足夠的引導。 因次，也需要在海外，在台灣的中國人的理解。 我是堅決否定用武力統一的。回溯千百年來中國的歷史，悠久和燦爛的 文化令人眩目。其間也經歷了統一和分裂的痛苦輪回。從春秋戰國，到 五代十國，北宋，南宋，分裂並不可怕。畢竟分裂的時間無法和統一的 時間無法相提並論。有人說，台灣的分離意識日濃，我想也是過去幾十 年隔閡所至。五十年，一百年隻是歷史長河裡的一瞬，而人的生命卻是 短短的幾十年，為了名義上的統一，犧牲成千上萬條生命，犧牲一代人 的辛勤勞作，犧牲幾代人的幸福，換回來的統一真的就一定可以蔽福我 們千秋萬代嗎？ 台灣由於經濟和民主的發展，對自身生存環境的珍視，是可以理解的。 但是，大陸百分之九十五的人要為台獨而戰，是真實的。環視我身邊的 高級知識分子，對台獨都是恨之入骨，更惶論普通老百姓。我想，一方 面是政府多年來的文宣，一方面是中國人的大一統情結，兩者兼而有之 吧！因次，大陸和台灣的政治家們，應該運用自己的智慧，去指引並疏 導民情，找到根本的解決之道，是最緊要的。 要求台灣現今和大陸統一是不現實的；說大陸想通過統一台灣獲得什麼 具體的利益也和現實不符。兩岸分離了五十年，兩岸的人民不相往來了 四十年，都隔不斷血濃於水的親情，兩岸的經貿文化交流如火如荼，為 什麼不能給我們都多點時間。經濟發展了，必然帶來政治的多元化，隨 著自由和民主的思想在大陸生根發芽，兩岸中國人都生活在富裕和民主 的生活裡，免除了匱乏，免除了恐懼，給我們的子子孫孫們去作出他們 的決定，如此，還有分離意識嗎，統一不也是水道渠成的事嗎！台灣可 以是大陸民主的榜樣，是兩岸三地華人經濟圈的火車頭，不是所有中國 人之幸嗎！ 真誠寄望於四海之內所有有良知和理性的中國人，我們的政治家們。讓 我們共同努力，讓我們拋棄成見，求同存異，讓我們遠離戰火，擁抱和 平，去爭取二十年的和平發展時期。如果，不幸的烽火非得點燃的話， 讓你們的第一顆子彈先穿過我的胸膛！ 獻給海峽兩岸的炎黃子孫，獻給所有的中國人！讓我們一起努力！ 深夜無眠，寫下些許想法，歡迎交流，拒絕謾罵！ | |

"凍蒜"是革新的開始 台灣之子終於出頭天,台灣人要冷靜下來,思考何以一個 權謀的貪污犯,能夠在罪證確著之下,大辣辣的拚命參選. 縱使李登輝連戰等台籍當權派仍拉不倒他,是何方神聖! 透過八大行政系統,仍然無法(不敢?)定罪於他,更可笑的 是,如此嚴重個人道德節操的瑕疵,仍然獲得四百六十多 萬台灣貪污共犯結構的背書,的確不可思議?另一項傲世 的台灣奇蹟. 李登輝總統拚老命"保連",我當時不以為然.開票分析才 覺得還好他替連戰賣命,為國民黨拉抬聲勢,否則阿扁哪 有今天.真苦了這位真心愛台灣,又有"場所困難"不敢講 真話的老總統,真難為了他,也委屈了他,真是台灣總統的 悲哀!! 一切才開始,對阿扁的期待,我們知道阿扁已經是台灣人 的總統,如何讓台灣人,台灣國,台灣總統有尊嚴,是他要加 強的地方.當然要考量安全,為了選票阿扁犧牲很多原則. 選後,在他主導台灣的政策之下,在李遠哲的真心愛台灣 的無私奉獻之下,台灣將有一段改革之路要走.希望一切 制度化,人性化,最重要的是台灣本土真性化.期待台灣我 唯一的祖國,能浴火重生,走向光明!! | |

大選解析： 國民黨黨營事業面臨流血交付信託 失去江山後，國民黨黨營事業將面臨流血交付信託，國民黨如何捍守住最後的生存力量？ 記者：黃麗婷 ｜台北 報導∣03月18日 23:13 國民黨結束50多年台灣執政史，未來國民黨為數龐大的黨營事業將如何處置？國民黨投管會主委劉泰英在選舉前曾經表示，大選結果不論任何人勝選，黨產信託絕對不會有任何改變，不過在他說這席話時，其實對國民黨勝選是滿懷信心的。 黨營事業在國內所扮演的角色定位向來都屬負面，國庫與黨庫的分際招來全社會的抗議、譴責，國民黨原來以金權經營政商關係，同時收買地方樁腳的惡質政治文化必須改革，國民黨在敗選後確實必須好好檢討現實政黨局面。 大選結果出爐，國民黨敗選了，國民黨大掌櫃劉泰英，是不是還能這麼「阿沙力」的說，黨產一定交付信託呢？國民黨總資產介於新台幣1,700億元至2,000億元之間，去年7大控股公司稅後盈餘有新台幣80億元，比前年的120億元少，假如國民黨真的將所有黨產交付信託，國民黨除了像個戰敗的喪家犬，更將面臨失血過多，無法繼續存活的局面。 已經失去執政大權的國民黨，如果連黨產都交出去，未來還有什麼力量讓國民黨延續在台灣的力量，總統政權保衛戰，國民黨輸了，失去了掌握資源的根據，國民黨高層黨員個個垂頭喪氣，現在國民黨黨產還保衛得住嗎？ 國民黨產可能是延續國民黨在台生命的最大力量，不過，承諾在先，政黨法也早已立法，未來國民黨如何捍守住最後的生存力量，國民黨將在下台後作出抉擇。 不過，行政單位早有明見，先前訂定「政黨法」時指明，政黨黨產交付信託之後，信託者在管理時也可能會有再投資獲利的可能，因此行政院對政黨營利事業主張採取「不經營但可投資」，因此就算黨產交付信託了，經營管理層面可以拋棄，但是投資獲利還是要有。 | |

大選解析： 好漢各尋出路 國民黨恐將成歷史塵埃 要是國民黨找不出改革的發動機，又為黨職、政務官僅有的幾個位置「卡位爭奪戰」不休的話，勢必只有越來越弱，終於成為歷史塵埃。 記者：黃創夏 ｜台北 報導∣03月18日 23:10 一夕之間，國民黨終於失去江山，雖然百年歷史間，國民黨履仆履興，但這一次，國民黨是否還有像連戰發表敗選感言時，所說的：「來日方長，後會有期。」？卻是大有疑問。 國民黨在挫敗之後，當然會思考改革？但是，誰能改革？國民黨馬上面對瓶頸。 現在國民黨主流，都是李登輝的人馬，這批敗戰人馬，在國民黨內威信全失，將要面臨黨員的嚴厲批判，絕不可能是國民黨的改革力量發動機，因為毫無公信力。 要改革必需有股力量去推動，但國民黨卻馬上面臨著位置不夠擺的難題，除了現存的李系人馬之外，還有數十人將要激烈搶位置，位置爭奪戰都爭不完，國民黨的改革列車，能不能啟動？大有疑問。 在台50年，靠著「位置」和「錢」兩大優勢，一直是國民黨獨大的命脈所在，國民黨失去江山之後，光是政務系統之中，政務官就有一百多人失去位置，將來就算陳水扁有所借重某些人，但現今的政務人馬之中，連系的、蕭系的、還有李系的人馬，都必需有所安頓，就算新政府中有人被留用，但至少50人以上必需失業。 而其中，馬英九在選舉期間的遲疑，連、宋兩陣營都有批判，馬英九已經自身難保。而黨內第2大勢力的連系，排除黨務出身的關中、陳庚金、趙守博以及徐立德等「老三公」之外，還有可為改革動力號召的劉兆玄、蘇起、胡志強、薛琦、張昌邦、楊世緘等社會聲望還算不錯的「中年紅衛兵」政務官，加上一些清新派的立委，但他們在選舉期間介入過深，將來就算新政府想要留用，以他們的過往政治性格，絕不會投宋、扁陣營。 但中年紅衛兵想要留在黨務系統之中，就必需和現在黨職之中，自秘書長黃昆輝以降、副秘書長黃正雄、文工會主任黃輝珍、青工會主任賴國洲、社工會主任李源泉等，還有掌握金脈的劉泰英等李登輝的人馬搶位置，等於擺明是「造反有理，炮打中央」的「逼宮」，也不是這群中年紅衛兵的一貫性格，他們的主帥連戰更是敗軍之將，無法師出有名。最後，他們只有回到學校教書一途，人散了，力量也分散。 另外，國民黨還要面臨宋楚瑜系統的擴大，政治版塊移動，將會有不少人會陸續出走到宋楚瑜的「新台灣人團隊」，光立院系統中，除了「理念」，也會有「西瓜派」，國民黨更將勢力大減，勢力增減之間，國民黨說不定還會變成最弱的在野黨，這時候，要是宋楚瑜打算「王子復仇記」，重回國民黨，和國民黨合流的話，國民黨還有一定力量。 但要是宋楚瑜系統人馬，也真有改革決心，不再垂涎國民黨的龐大黨產的話，甚至配合新政府，加速推動黨產信託，國民黨的資源優勢也喪失。未來，要是國民黨找不出改革的發動機，又為黨職、政務官僅有的幾個位置「卡位爭奪戰」不休的話，勢必只有越來越弱，終於成為歷史塵埃。 | |
